Yes, and it counts. The written HSK 4 paper covers listening, reading, and writing, with no spoken section inside it. But under the HSK 3.0 standard, registering for HSK 4 also signs you up for the separate HSK Speaking test at the same sitting. It is a short spoken test in three parts, and at Level 4 the prompts expect you to give opinions and reasons, not just repeat set phrases.
